I've heard that the cars are sold very cheaply, which were exploited by criminals.

Your best option is to call the local police station (non-emergency number of your use, of course!) And ask them if their auctions take place.

Also check with local towing companies. Many of these companies sell cars towed away abandoned every month or so. I bought a car once, but it was for the parties and not for transportation. There is a reason that many of these vehicles were towed away ...
